Saijo, until the 1970s, was its own town, and from the perspective of a traveler is like its own unit distinct from the rest of Higashihiroshima. All of the info that I've added to this page is strictly speaking only relevant to Saijo and can hardly be said to be a guide to Higashihiroshima at large. Saijo is a nice historic district, but it doesn't have a particularly large number of attractions nor does Higashihiroshima outside of the city. I think all of the attractions can fit nicely into this article. If there are enough "See" or "Do" listings, Saijo can be given a subheading, similar the "Fukiya" subheading in the "See" section of Takahashi.
