"We have no information about Rwanda's copyright rules regarding banknotes (Commons:Copyright rules by territory/Rwanda). According to the rule Commons:Currency we have assume that these images arn't free (Commons:Currency#Map)."

If we have no information, we also have no evidence of any copyright violation.
